Just copy from internet stating basic rules including collection of 1 month security deposit and 1 month advance rental. Because you will definitely need to get a pass card for him. Also if got any crimes, they will say that fella is not a tenant blablabla

it's just a carpark, not the parcel itself. how can the tenant commit crime on the allocated car park -.-
anyway, there's no need for too formal an arrangement, an agreement is not required for circumstances like this but if you are worried then just draft out a simple letter stating the basic such as, how many cards was passed to the tenant, what is the rental rate, remedies for event of default and matters after the tenure has ended.
there's no need for advance rental, security deposit would suffice.
i suggest that you check with your management on the costs for a replacement card in the event if the tenant defaulted in payment and refused to return to you the card, your security deposit is enough to reimburse you.

it is not so much on committing a crime on an allocated carpark, but the vehicle that park on that space. who knows the vehicle is used to commit break in etc.
of course the tenancy is much simpler than the property TA.

even if the said vehicle is used to commit any act of crime, the police will go straight to the registered owner of the said vehicle la, not the owner of the space where the said vehicle is parked on -.-
